In this tutorial I will teach you how to convert a photograph into one which you would see through a Night Vision Device.
Step 1: Open an appropriate picture in Photoshop.

Step No. 2: We will first convert the photograph into grayscale by selecting the Grayscale as shown below from the Image Menu.

Step 3: Now we will apply the Night Vision effect to our photograph by selecting the Duotone Option from the shown below Image Menu.

In the Dialog Box which appears, select Duotone in Type and then double click on the color boxes to set the colors.
Note that the color of Ink 2 should be lighter than Ink 1.I have chosen my set of colors but do not hesitate to experiment with your combinations of green.

Step 4: Select RGB color from the shown below Image Menu.

In the RGB Color Dialog Box set the three Input Levels appropriately to boost the Contrast.

Step 5: Now some noise will be added to our image to enhance the Night Vision effect.

Note: check the Monochrome check box.

Step 6: Again Select the RGB color option as done before.

Note: Again set the three input levels to darken the picture uniformly.

Step 7: Use the Burn Tool and darken the edges to give a more realistic look.
